Exchanges Holding Two Registrations Could List Stock Perpetuals

U.S. exchanges cleared by the CFTC could list perpetual contracts on individual company stocks, a design crypto markets helped spread.

Dual Registration Required
Listing required standing with both regulators. A designated contract market also needed an SEC notice on file, and the announcement omitted the names of any exchanges.
Venues Certify Themselves
Responsibility was placed with exchanges under the Rule 40.3 framework. The chair described the stock-based perpetuals as deemed cleared after that self-attesting step, without a vote of the full commission.
A Jointly Overseen Category
Both watchdogs retained a role. The contracts landed in a class of products jointly supervised under a federal futures statute, a class that interagency friction had left underused for years.
Bitcoin and Ether Lead the Way
Bitcoin and ether anchored the growth of perpetual trading on offshore and onchain venues. Extending the structure to individual stocks took a crypto mainstay into a regulated equity setting. The format’s migration to shares marked a crossover from crypto.
Cooperation on Paper
Earlier this year, both agencies set their coordination terms in writing. The chair said that step closed the jurisdictional disputes that had long surrounded such derivatives. The written terms allowed the two bodies to act in concert on the stock perps.
A Push to Stay Domestic
The chair presented the clearance as a way to steer Americans toward regulated U.S. markets. Protection of those traders stood as the central argument, with offshore venues as the alternative being displaced. That reasoning carried through the chair’s remarks.
Anchored by Payments
Payments move between opposing positions on a schedule. When the contract drifts above or below the stock, those transfers bring it back in line.
Following Bitcoin
The decision came after an earlier CFTC clearance for a bitcoin perpetual. The chair described that bitcoin step as a milestone and presented the stock contracts as building on it. Stocks were the next asset class to receive the format.
Designed to Last
Perps skip the settlement dates found in standard futures. Funding payments between counterparties keep them in line with the stock, and the format commonly includes leverage.
A Format Gains Standing
The perpetual earned standing in U.S. regulation through this step. For digital asset markets, that recognition may support broader domestic availability of crypto perps.
Pieces Yet to Come
Key terms were pending. Regulators had not identified participating exchanges, which stocks would trade or what leverage would apply, and SEC notice filings were outstanding.
The crypto community keeps in touch through the daily X Spaces on the Crypto Spaces Network (CryptoSpaces.net), and the Doginal Dogs community stays busy at its official marketplace.
